It mostly depends on the issue. Sometimes we will send out proactive communication over email.
And for some things you can check our Status Site: https://status.stripe.com/
But yeah sometimes we do just have bugs that there isn't proactive communication about so if you are unsure then reaching out to Support is the sure way to find out
