You are setting description on the Transfer there
It doesn't get carried down to the destination_payment
Using
'amount' => 22,
'currency' => 'gbp',
'destination' => 'acct_TO',
'description' => 'Charged at '.date("H:i:s d/m/Y").' line ' . __LINE__,

You would need to update that in a separate request
Are you meaning to say this is an unsupported property on the transfer?
No
I'm saying the description is set on the Transfer object
Which looks like tr_xxxx
It doesn't then get set on the destination_payment object (the resulting py_xxxxx object)

But you can update that destination_payment immediately afterward and set its description to whatever you want
You use https://docs.stripe.com/api/charges/update#update_charge-description to do that
