I think X's support may have been mistaken, as far as I know it is on the merchant to initiate the refund, but our support may have better knowledge here if that isn't the case for X specifically for some reason.

can you tell which of the options I should choose as my reason for complaint because most of the ones I picked keeps redirecting me to business owners using stripes issues that’s why I had to resort into joining developers discord
Unfortunately not, like I said I think the proper thing is for X to issue you a refund. I've never heard of a time when we can initiate a refund on behalf of another business. That email form should let you send an email no matter the topic you pic, unfortunately I'm not sure of anything beyond that.
