It's... hard to tell, really. Yes sometimes customer could close their browser tab, or they simply lost their internet connection and never reach your return_url. You should consider there is always a portion on customers having that issue.
You would want to rely to webhook for really important business logic, where you deem your order is finshed

Is there any way to accomplish this completely other than using webhooks?
For example, is it possible to just authorize the payment, get a callback, and then capture it on the server end?
