Can I suggest you writing to Support https://support.stripe.com/contact with the video of the issue and the connected account ID (acct_xxx), so that they can check with the relevant team on why the partner bank didn't redirect the customer back to Stripe?

We wrote to them in starting of last week and they mentioned that they are still working on it.
