The API reference. you shared is for interac payment method. But the request ID you shared seems to be accessing a different payment method.
card type payment methods don't return issuer info

That's a dashboard only feature for now.
You can reach out to support to see if there are any beta/private features to retrieve issuer info via the API:

As far as I know, we have this in the works and It may be released end of this month or maybe next. I can't confirm the timeline for sure though
