how can stop customer to using promo code again in stripe

You can set max_redemptions=1 on the Promotion Code object: https://docs.stripe.com/api/promotion_codes/object#promotion_code_object-max_redemptions

Or assign it to a specific Customer: https://docs.stripe.com/api/promotion_codes/object#promotion_code_object-customer

Can i set from dashboard?

I want restrict customers who used promo code once.
so if customer A has used XYZ10 promo code he can't be use again XYZ10 promo code.
But customer B can use XYZ10 promo code

Yes, Dashboard has an equivalent setting:

There's only a setting to make it "eligible for first-time order only"

There doesn't seem a way to limit it to one time use per customer.
