hi! its is possible to change it from off_session to on_session on the backend yes. It's blocked on the frontend because you as the merchant intentionally set it to off_session usually(to force 3D Secure) so you don't want the client to be able to change it.
You can't set this to nil though(since the ruby library can't differentiate between passing nil and not passing anything), you "unset" the value by setting it to an empty string setup_future_usage:""
