That's correct. Issuing only supports approval or decline.. There's no way to trigger a soft decline programatically afaik. Billing and Issuing are different products and work totally differently.

I know, billing doesn't have anything to do w issuing but I was mentioning it because it was relevant to the fact that the infra for such a scenario exists and that it's done by banks

I think I've checked the beta but, correct me if im wrong, please, isn't it just the sms thing?
which is not quite 3ds
it effectively declines the payment
and makes the user reattempt it (provided that he has replied to the sms with YES, he can then go to the site again and go thru the whole flow to do the payment)
Yeah I'm not sure how the beta works unfortunately. You can definitely file a feedback via the support form for this.
If I had to guess, it takes time to build the same infra as banks as they've been doing that for far longer ๐
