let's say i have three accounts, each of them have different statuses "Enabled", "Restricted" and "Complete". what will be the difference bw the requirements object for each of them ?

out of all the badges, which badge(s) indicate if payment can be made or not using that particular gateway?

That's not how it works, the badges are completely unrelated to this specific thing. If you want to know if a "payment can be made" you need to look at charges_enabled on the Account API
