These values are always in the currencies smallest currency unit as an integer.
For that payload with the fee as a decimal how are you retrieving that?
And can you share the PaymentIntent ID for that?

That's not a full PaymentIntent ID... it would have more characters
Are you sure this isn't a mock on your end or something like that?
Yeah all the IDs in your screenshot look to be shortened
