Are you using Link Authentication Element? If so, it looks like you might have pre-filled the email address: https://docs.stripe.com/js/elements_object/create_link_authentication_element#link_authentication_element_create-options-defaultValues-email
If you aren't using Link Authentication Element, could you share your development website, so that I can take a look?

I'm unable to reproduce the same behaviour like yours. The Link account has been logged out, just that the Link session likely still keeps the email address for the login convenience, i.e. the customer still has to log in again to access the saved payment method
The problem, is I can't change the email address to newer one, if I did, then it still retain with the older one and its not updated in the Stripe customer link details

Mine doesn't have an UI to prompt me to enter the email address

Even if I enter the card details and confirm to save the payment method to Link, when I return to the same page next time, I still don't get email address field
I changed to India, but it's still the same
Click submit and buy the event, then use the same link https://vinoth-kumar-project.prev03.rmkr.net/register/recurring-daily-no-trail-no-limit/ to buy again and change the email address from tperson@me.com to different one (xperson@me.com) and buy that too. again go to the purchase link and check, it would be the older tperson@me.com not the newer one added in the last one (xperson@me.com)
Probably it should retain the xperson@me.com for next purchases, but its still holding the initial email address tperson@me.com.
I tried exactly the same steps, make a purchase with link and came back to the same link. I don't see any email address field at all
