hi! I'd suggest opening a support ticket at https://support.stripe.com/?contact=true with screenshots of what you're seeing and the ID of your public app.
in any case AFAIK you can't do this External test until you've published the app publicly : https://docs.stripe.com/stripe-apps/publish-app

Ok, just to make sure, the App should be public in order to test it, even locally ?
i need to test OAuth2 locally and test permissions with mock up data. Before going forward. Is that possible, before going public ?
