Your second question I don't really understand, mostly it would require you updating your database and/or calling the Stripe API to change an email address for a Customer so that's something you control if you do or do not do it.
alright, on Checkout you may enforce a specific email using the customer_email field
i'd like to have the same feature on Elements
hmm it depends since there are many ways to use Elements. At a base level it doesn't even collect an email address. If you already know the user's email address you can pass it directly to https://docs.stripe.com/js/payment_intents/confirm_payment#confirm_payment_intent-options-confirmParams-payment_method_data-billing_details when doing the payment, it's not part of the UI
