Maybe I should be more explicit, is there a way to trigger a notification when the error rate changes from 0% to a positive value for a configured webhook?

No, it's not possible to configure a notification this way
We'll send an email notification if there hasn't bee a successful 2xx response in a few days: https://docs.stripe.com/webhooks#disable
Hmm it looks like I have not received that email
Is it something you need to enable?
Or could have been deactivated? (Perhaps another admin turned it off)
I have a memory of receiving those kind of emails in the past
Looking through my own settings as I think it's a setting

Right, that's possible. "A few days" could fluctuate depending on the error rate relative to the overall health of your endpoint
