yes, can please explain me in details. As the customer will not be creating new seats once but when they need it. Will add or remove seats.

Our APIs support "per seat" pricing model out of the box. You shouldn't create new subscriptions for this usecase. See: https://docs.stripe.com/products-prices/pricing-models#per-seat
The above doc explains how you can model per seat subscriptions.. You can always update the subscription to increase/decrease the quantity: https://docs.stripe.com/billing/subscriptions/upgrade-downgrade#changing
