It depends on how you're integrating..
If you use Stripe Checkout, we collect the mandate via the UI: https://docs.stripe.com/payments/sepa-debit/accept-a-payment
If you use custom flow with iBAN element then you'd collect the mandate: https://docs.stripe.com/payments/sepa-debit/accept-a-payment?web-or-mobile=web&payments-ui-type=elements#web-collect-payment-method-details
