this is the first time i see this error, for other customers, i think they use the payment form without any issue so far.
i think it fails at very beginning when try to load payment element.
so i am wondering if this customer does not have account information setup completely on stripe dashboard

The connected account hasn't finished onboarding yet
so you can't use it to collect payment
