We don't control when 3DS is presented, that's controlled by the issuer of your card.

but wanted to ask one more question which is "it seems to happen with any Gpay payment method now. I was wondering if it's expected for the same payment method to have 3DS challenge page on mobile app but not on browser?"

You'll want to reach out to your bank for clarity on that. If the Payment Method was already set up within Stripe, via a Setup Intent or a Payment Intent using setup_future_usage, then it may be expected to not have to complete 3DS again if your issuer granted an exemption for the subsequent payment.
There is also an ability to indicate to the issuer that you'd like to request 3DS be completed, so your integration may be leading to this.
