if you get a charge.dispute.created, it means the payment itself was succesful, so it's expected to get a payment_intent.succeeded event. if you want a failed payment, you should use a test card that will be declined: https://docs.stripe.com/testing#declined-payments

that's normal, a dispute just means that:

  1. the payment suceeded
  2. but the customer decided to create a dispute in order to try to get a refund

if you want the payment to fail upfront, you have to use a card number that will be declined by the bank: https://docs.stripe.com/testing#declined-payments but that won't create a dispute
