Hello, PaymentIntents will only ever be successfully confirmed once. Once the intent is confirmed successfully the funds will be divided up automatically based on what you set the application fee to, or you can set no application fee and make a transfer from one account to the other yourself.
Looking in to what exactly that decline means in test mode here
Is there a reason that you are creating the PM directly and attaching rather than confirming an intent to set this card up for future usage?
