I'm not a payments expert and I just need to know how to accomplish what I need to. I need someone paying $10 + $1 (platform fee) to end up receiving $10 - $0.30 - ( 10 * 0.029), and us to receive $1 - ($1 * 0.029).

The above documentation is talking about how you can control who pays the fees between the Platform and the Connected Account. In this case, you want the Platform account to pay and that document explains how you can achieve that.
