To downgrade the plan at the billing cycle, i.e. change a subscription in a future date, Subscription Schedule API can be used: https://docs.stripe.com/billing/subscriptions/subscription-schedules/use-cases#changing-subscriptions

To upgrade the plan and charge proration immediately with proration_behavior: 'always_invoice', I'd recommend following this guide: https://docs.stripe.com/billing/subscriptions/upgrade-downgrade

Awesome, small question, to implement this we have to create custom interface , we can not use the stripe customer portal?

Yup! Customer portal doesn't support future change. This should be implemented by your own system.
