Hello, it does sound like usage based billing would work for your use-case. You could define a price that is $3 per unit and then report a unit of usage every time a user passes some increment of 3GB of data usage.

For one-off charges, you can create an invoice item and pass the customer's ID + the subscription's ID to the call. The item will get consumed and added to the next invoice for that subscription when it is created
