I want to be able to set the descriptor dynamically since i have different website process payment under the same stripe account

you'll probably want to take a look at https://docs.stripe.com/get-started/account/statement-descriptors. I see that you've set USMG in the statement_descriptor field, that covers non-card payments, but based off our guide, you should also be setting USMG in the Dashboard setting
there's no guarantee that setting the value correctly will definitely show on the bank statement. Stripe will send that value to the issuer, but what the issuer chooses to display is out of our control
