I believe you can manually create an Invoice here using https://docs.stripe.com/api/invoices/create and pass the Subscription ID: https://docs.stripe.com/api/invoices/create#create_invoice-subscription and it should bill for the recorded usage, but let me double check on that

No, I don't encounter this behavior on other subscriptions now.

Yes this is requiring some deep investigation into our billing logic so it's taking a while
