how can i add a single payment method to multiple customers?

you need to create multiple Payment Methods
one payment method can't be attached to multiple customers
even if the PaymentMethod is the same

is there any option to get details and then attach to customer suppose i add payment method and attach same to 3 customers then i create new customer and attach same payment method then how can i do this?

you can't unfortunately
each customer would have to create their own payment method

no you need to create multiple PaymentMethods on the front end while your customer is on session
