Yes you need to submit it to get an install link. I didn't understand your "needing a link for a feature to submit" sorry but I'd recommend working with our support team for 1:1 help instead about publishing your Stripe App: https://support.stripe.com/contact

Sorry, forgot to leave more context, I'm working on a new feature that uses this link, do I need to publish a new version to get this link to then use it on the feature I'm working on?

I do not know for sure I'm sorry. You will have to confirm with support to be sure but I think you do have to publish a new version to set the right allowed_redirect_uris
