@hot juniper As the platform you have full control over the Refunds. It's impossible for the end user of the Express account to handle refunds.
So you have to build this functionality yourself as the platform developer. You can use our prebuilt embeddable component. See https://docs.stripe.com/connect/get-started-connect-embedded-components
