The only way is to "advance the TestClock" enough to get to the right state but you are correct that the settings apply to both Live and Test mode @urban wolf

I guess I'll see if my company has a rep I can put a feature request into. I know it won't be implemented just because I ask, but maybe put the idea in someone's head.

We have a new product in beta called Sandboxes that allows you to have multiple separate test environments and those would have their own settings. See https://docs.stripe.com/sandboxes which likely is a good fit for you
