Hmm I'm not sure. Do you have to have screenshots showing the two results? Or a link to a test mode customer session for two configurations?
the first screenshot has both links passed and shows them, the second one - only terms of service url (which I don't find)

Can you try updating an existing payment method?
I'm going to file this feedback to show the TOS or PP URLs there when adding a payment method, even if only one is provided. This makes sense and if I'm reading code correctly this is what we already do on the PM update flows.

Thanks for trying to update an existing payment method, if I recall correctly that either isn't supported or is only supported in very specific situations.
But I think we have what we need for know to report this to our teams to have it looked into further.

Not right now. Currently we think this is incorrect behavior on our side and need the appropriate team to look into that further, confirm if that is the case, and correct the behavior if so.
