Also, I feel this may be an issue with 3DS, but I can't prove it. I'm wondering if a popup blocker would cause the issue. Is there a way to notify the browser that a 3DS call is being made so I can at least track it?

Just to make sure we're on the same page, have you tried testing on an iPad in test mode using one of our 3DS test cards? https://docs.stripe.com/testing#regulatory-cards
This won't be exactly like in live mode (since the 3DS flow will be slightly different depending on the issuer) but you can at least make sure your code is handling 3DS correctly

OK, so I am able to replicate the issue on an iPad using safari. The element will not let me enter a credit card.
Sometimes the cursor will show up, but the keyboard never comes up. Here are the details on the device.
