If you're storing cards for later use then I don't think this guidence applies in that case. I believe the email is for customer initiated transactions and not Merchant Initiated transaction (off_session)

Cool cool! For our on-session payments, though, would we need to start collecting CVC on every Checkout? Or is supplying the CVC during the original Payment Method creation sufficient?

If the payment method has been already tokenized then I don't believe you'd need to recollect cvc, no..

Although I'd recommend filing a ticket via our support team about this as I'm not 100% certain and since its not mentioned in any docs/support pages explicitly
