Ah, ok. The decline code. The error message explains it really:
Your card was declined for making repeated attempts too frequently or exceeding its amount limit.
Based on this: https://stripe.com/gb/resources/more/a-complete-list-of-decline-codes#list-of-card-decline-codes
Code 61 means that the transaction exceeds some like of limit on the card
Overall the cardholder(s) need to speak to the bank/issuer

It's not related to Stripe and/or your integration. The card payment was declined by the bank
