Usage records is the legacy integration. I'd recommend using Meter Events instead: https://docs.stripe.com/billing/subscriptions/usage-based/implementation-guide
Are the usage the same across all subscriptions?

No. Usage very on customer basis. Is there a way to raise meter events in bulk?

Meter events in bulk is only supported in Dashboard that's under beta. It's not supported in API currently
