Unfortunately I don't think I will be able to. I took a look to see if there was something amiss with the API requests but these look normal to me.

We aren't experts at payout timing and account balance reconcilliation here. We focus on coding integrations with Stripe APIs. To help with this issue I recommend writing in to Support

I don't follow. Why will we have another payout, if the connect account has no balance? the next day.

the api when payout paid is setting the connect account to zero, or just deducting the last payout.

I don't think it's quite that simple as there are reconcilliation timelines to consider. For what it's worth, I see 2 payout.created events for that account but only one payout.paid
