Good question. Looking in to this and will get back to you with what I can find.
Unfortunately it looks like tap to pay does not support offline pin. So if the cardholder gets that decline they would need to try again with another card https://docs.stripe.com/terminal/payments/setup-reader/tap-to-pay?platform=ios#fallback
