We generally recommend creating the PaymentIntent when the user is ready to checkout.. That way you don't really have to worry about storing it on your application and only retrieve it when the user is on your checkout page..
Client-secret can't really leak data about your Stripe account as such. Those can only be used to pay..
If your usecase requires rendering elements prior to your checkout page then I'd recommend looking at this flow: https://docs.stripe.com/payments/accept-a-payment-deferred
It allows you to render elements without needing an Intent..
