Yes. That is exactly how it works. We calculate the amount to credit and debit the user starting from when the proration date is and going until the end of the cycle
And yes, we calculate down to either the minute or second, let me find the doc on that again. By default, the subscription will cycle on the same day at the same time of day that you started it, you can specify a billing cycle anchor yourself though if you want to instead cycle at midnight UTC the day the subscription started

It is helpful, but maybe I have a possible follow up question. If I were to create a subscription in the middle of the day, without anchoring it... but set the billing to start the first of next month, does that mean billing will start at midnight UTC? Or is it not that consistent?
When you set the billing cycle anchor, that is the exact timestamp we use for when to cycle. So if you set it to midnight on a certain day we will cycle that subscription at midnight on that day in future months
