I seen companies uses stripe and they don’t ask customers for full ssn and all other fields.

That's totally different. Customers are not required to provide these documents, but connected accounts are.

Is there a way to issue money to someone from stripe with asking them full ssn and all other fields?

I worked with previous company and they were able to work with stripe support and only do name, account and routing numbers.
