What you described looks more like a "paid trial" to me

It'd be to start a Subscription and pay a prorated amount until the real billing date. For example if you want to charge on the 1st of the month recurringly, someone paying today should only pay July 18 - Aug 1st and then future payments monthly on the 1st

no by default a Subscription starts immediately and the current date is the cycle. So if you start one today you get July 17 - Aug 17, and then next payment is August 17, September 17, etc.
