I don't think you can configure the AddressElement that way. What's your usecase?
Are you trying to use AddressElement with PaymentElement? If so, PaymentElement would collect postal code and country automatically. Is there a reason you're trying to collect it separately?
I need to update customer address to get automatic tax calculation
And we would only like to collect what is required for tax calculatioin
So once we collect address and update the customer address then finally we show them PaymentElement along with Tax details
It's working as expected but we don't want to enable names and street names in AddressElement
