Hello
As per my understanding, some/all of the information rendered under purchase_details is optional meaning merchant may choose to provide it or not.

So it's mostly dependent on the merhcant I'd say, yes

Okay, so regarding my 1) question: If the merchant provides it to Stripe, it will automatically be placed in purchase_details?

Oh interesting, I haven't seen that doc before. I'll try it out. Is that information available to see somewhere in the Stripe Issuing Dashboard, or only through the API?

My team is not familiar with the dashboard so I can't say it its reflected in the dashboard or not. My best guess is it should be available if it was provided by the merchant.

You can also check with our support team as they're experts on this: https://support.stripe.com/?contact=true
