There are many types of evidence you can submit by updating the Dispute via the API: https://docs.stripe.com/api/disputes/update#update_dispute-evidence
Many of those kinds of evidence (e.g. cancelation_policy) require the ID of a File object. You use a separate API to upload a file and create a File object: https://docs.stripe.com/api/files/create
