There is a new(ish) intake flow in which you submit your question up front with details.
But otherwise, you can still chat with Stripe developers about technical questions here.

No, I'm very aware. As I said there is a somewhat-new intake process where you start a chat by filling out an intake form as opoosed to there just being an open channel. That doesn't stop you from chatting with us though.
