So I want to know does this api (Account_Link) create for multible users when I am off test data.
Because right now I have to manually input a connected account id to get the account_link

You would write code that creates a Stripe Account via the API https://docs.stripe.com/api/accounts/create for your new user and then after that you create an AccountLink for that Account and redirect your user to onboarding
