Issuing is a completely separate product from the Payment Element. They're not the same thing and they don't work together (aside from if you created an Issuing card and used it to make a payment in the Payment Element).
The Payment Element can be used to show saved Payment Methods if you're using it with iOS or Android, but not on web

Hi @wild wyvern thanks for the reply. I see, thanks for the clarification. The Stripe docs are a but confusing regarding that limitation.
`Supported for the Payment Element, the Link Authentication Element, and the Address Element.
Display saved PaymentMethods and Customer information retrieved from Customer object.`
