Yes - it appears so. It's just kind of odd for us to track.
Is the application fee only refunded if the payment is returned before the payout? At least that is what we are seeing.
In this case, the payment failed. If the payment had succeeded and you wanted to issue a refund and refund the application fees, you'd have to specify that when creating the refund: https://docs.stripe.com/connect/destination-charges?platform=web&ui=elements#refunding-app-fee
This wasn't a refund. This was an ACH payment that was returned (e.g. account is closed).

Yeah, it looks like roadrunner mentioned that it was a payment failure, and then used refunds as an example of what you would do if it hadn't failed.
Are there any outstanding questions here?
Yes. I don't think I have clarity here. There was an ACH payment of $930 with a settlement of $921. Before it was paid out, there was a return (not a refund, but a failure). The return has a settlement amount of -930. If we're just looking at the settlement amount, it looks like the merchant is up $9.
So my question is - if the payment failed after the payout, does Stripe refund the application fee the same way Stripe did when the payment failed in this case?
We just want to make sure we are tracking all of this and reporting the data to our users correctly.
The applicate fee was returned. I'm only seeing that $4 was not returned, but that's from Stripe fees, since Stripe fees don't get returned on refunds
