Looking in to this. I think it happens to invoices specifically to not break legacy behaviors, but not for PaymentIntents overall

Hello, it looks like invoices should respect the confirmation limit and not generate new invoices. We aren't sure why this invoice is seeing this behavior and have escalated this to our colleagues that work on this functionality. Can you write in to https://support.stripe.com/?contact=true and DM me your email address so that I can make sure you get followups as we look in to this?

Thanks. Can I just ask - what is the "confirmation limit"? Where is it normally set?

It isn't settable on your side, it is the behavior that you noted with payment intents where they cancel after many attempts

Ah ok, so are you saying it shouldn't create another PaymentIntent after the first one is canceled?

As far as I am aware yes, though sometimes behavior like this happens to address an edge case that I am not aware of. We will let you know if this ends up being some kind of expected behavior as well.
