You can listen to charge.dispute.created webhook event: https://docs.stripe.com/api/events/types#event_types-charge.dispute.created
And then create an Invoice for the desired Customer: https://docs.stripe.com/api/invoices/create

Or would you recommend me to work that out in Zapier? If so, are you aware if someone has build that in zapier already.

You can't achieve this without code. You will need to write it yourself or hire a developer. I can't write it for you unfortunately.
I don't know if you can achieve this with Zapier, Essentially, this involves listening to a request, and then making another request, but I am not aware of any possible limitations Zapier has.
